What a Third Party Evaluator Actually Does on a Federal Grant
Federal proposals ask applicants to describe a plan for external evaluation, and most teams treat it as a box to tick. The piece sets out what reviewers are actually reading for: an evaluator independent of the team delivering the work, a logic model that matches what the proposal promised, instruments written before the work starts, feedback early enough that a problem can still be corrected, and a closing report written in the funder's language rather than the applicant's.

An argument that capital formation and federal program evaluation are the same discipline with a different client. In both, whoever provides the money is not in the room and cannot see the work, so both depend on someone independent to report honestly on whether the promises are being kept. It draws out what the two have in common: define the milestone before the money moves, prefer feedback that arrives while a problem can still be fixed, and write for the reader who will have to defend the decision.
